Advisory to Gujarat and Puducherry GST Registrants

GSTN issued an advisory note to Gujarat and Puducherry GST Registrants regarding Biometric-Based Aadhaar Authentication and Document Verification Pilot Project

It is recommended that you remember the following key points during the registration process.

  1. An amendment has been made to Rule 8 of the CGST Rules, 2017. This modification specifies that in addition to photographing the applicant and verifying the original copies of the documents uploaded with the application, risk parameters for Biometric-based Aadhaar Authentication and data analysis can be used to identify the applicant on the common portal.

  2. The functionality that was previously mentioned was developed by GSTN. It will be accessible in Gujarat on November 07, 2023, having gone live in Puducherry on August 30th, 2023.

  3. Appointment scheduling and document verification have been added to this functionality. After submitting the Form GST REG-01 application, the applicant will receive an email containing one of the subsequent links.

    1. OTP-based Aadhaar Authentication Link
    2. The notification email contains a link to schedule an appointment and a message requesting the recipient to visit a GST Suvidha Kendra (GSK) for document verification and biometric-based Aadhaar authentication.

  4. Assuming the applicant receives the link for OTP-based Aadhaar Authentication as specified in point 3(a), the application process can proceed without interruption.

  5. Nevertheless, in the event that the candidate obtains the hyperlink specified in point 3(b), they are obligated to schedule a visit to the selected GSK through the link provided in the electronic mail. The candidate will be granted access to the designated GSK in accordance with the selected timetable subsequent to receiving confirmation of the appointment via electronic mail.

  6. It is mandatory for applicants to present the subsequent information at GSK.

    1. A copy of the appointment confirmation e-mail (hard/soft)
    2. The details of jurisdiction as mentioned in the intimation e-mail
    3. Aadhaar Number
    4. The initial files that were attached to the application, as specified in the notification email.

  7. Document verification and biometric authentication will be conducted by GSK for all individuals listed on Form REG-01, which is the GST application.

  8. Applicants are required to arrange a biometric verification appointment within the designated maximum application period, as communicated in the notification email. ARNs would be generated subsequent to the completion of the document verification and biometric-based Aadhaar Authentication process under such circumstances.

  9. Presently, applicants from Gujarat State have the ability to schedule an appointment to visit a designated GSK; in the near future, this capability will be expanded to include the remaining recognized states and union territories.

  10. GSKs will function in accordance with the regulations established by the state administration in your jurisdiction.
